An expert in Proposal Development, Program Development, Regulatory Compliance, and Contract Management.

 

Jerusalem is a passionate advocate for economic and community development.  She has championed $350 million in procurements for school modernizations, data-intense ‘Sustainability and Energy’ projects, and emergency construction while serving as a Contracts Specialist for DC’s Department of General Services.

Furthermore, she has expanded utilization of local businesses working with District agencies to set-aside over $150 million projects in construction, A/E, and IT services for small, resident-owned businesses in Wards 7 and 8 on behalf of the office of the Deputy Mayor for Greater Economic Opportunity.

Most recently, she works in the development of local businesses through program evaluation, data management, compliance support, and proposal development; generating over $32 million in new government contracting opportunities for local businesses since founding CREATRIX Limited Company in the summer of 2019.

Before graduating from the University of Central Florida with honors in 2010, Jerusalem began her career in the nonprofit and public sectors.

 

As an intern for the Florida Department of Health, Bureau of HIV/AIDS, a major funder for local organizations in the fight to end HIV infections in the state; as a health educator and community organizer for Hope and Help Center of Central Florida, at the time the largest community-based health and social services organization in Central Florida; and as the Program Manager of the Ophelia Egypt Program Center, in Ward 7 of Washington, D.C., on behalf of Planned Parenthood Metropolitan Washington; she knows intimately the importance of a proposal well-written and the outcomes of a program well-told. For over 10 years, she has served in local community development in the Washington D.C. Metropolitan Area.

 

Jerusalem continues to serve her community by offering technical assistance to the Anacostia Small Business Center by way of the Anacostia Economic Development Center.
